WASHINGTON, DC – Today, the Defense Credit Union Council (DCUC) President/CEO Anthony Hernandez sent a letter to leaders of the House Financial Services and House Armed Services Committees, urging support for two critical, bipartisan provisions included in the Senate-passed Fiscal Year 2026 National Defense Authorization Act (NDAA). The provisions, adopted with overwhelming bipartisan support in the Senate, would strengthen the NCUA’s Central Liquidity Facility (CLF) and enhance the Community Development Financial Institutions (CDFI) Fund.
“These measures directly support the financial readiness of servicemembers and the resilience of communities nationwide,” says Hernandez. “We strongly urge the House to include both provisions in the final NDAA.” Central Liquidity Facility (CLF) Enhancements DCUC supports making the successful, pandemic-era improvements to the CLF permanent, which expanded emergency liquidity access for smaller credit unions and credit unions serving military or underserved communities. When these temporary provisions expired in 2022, thousands of credit unions lost access to this vital safety net. The Senate’s bipartisan amendment, led by Senators Alex Padilla (D-CA) and Kevin Cramer (R-ND), would restore these enhancements, ensuring credit unions can continue supporting members during crises at no cost to taxpayers. CDFI Fund Strengthening The Senate NDAA also includes a bipartisan CDFI reform package championed by Senators Steve Daines (R-MT), Mark Warner (D-VA), Mike Rounds (R-SD), and Tina Smith (D-MN). The package extends the CDFI Bond Guarantee Program, permanently authorizes the Native American CDFI Assistance Program, and improves transparency and accountability. “These changes will help mission-driven credit unions expand access to capital, strengthen underserved communities, and support financial readiness for military families and veterans,” adds Jason Stverak, DCUC Chief Advocacy Officer. For over 60 years, DCUC has represented the interests of all credit unions serving America’s military and veteran communities. Since that time, DCUC has grown its advocacy to encompass proactive and effective representation for all credit unions impacted by regulatory and legislative matters. DCUC applauds the Senate for its bipartisan action and calls on the House to preserve these same provisions in conference. “Financial readiness is mission readiness,” reminds Hernandez. “By maintaining the CLF and CDFI provisions, Congress can strengthen both our nation’s financial system and the defense community.” Comments are closed.
